Though one of the best collections of modern Finnish art, with some eerily striking work, the Helsinki City Art Museum is hardly a triumph of layout, with great clumps of stuff of differing styles scattered about the walls. But the good pieces shine through. Be warned, though, that during temporary exhibitions the permanent stock is locked away.
